| The "British New Guinea and Papua Postal Acts 1888-1945" was originally produced in book form by Modern Philately and compiled by Graham Bird, David Collyer and myself in 1993. I believed that its effectiveness could be enhanced by use of computer technology that is now widely available and I have reworked it into a CD ROM using HTML so that it effectively is a "web site" on disc. The CD-ROM has been produced by stamps.AU Pty Ltd. The original intention of this work was to merely reproduce the postal legislation. The first extension envisaged was to take out those that could be directly illustrated by postal history items and to list them so that collectors would have an appreciation of the material available Re-assessing the manuscript, it was decided to include some background material that forms the Appendices. The listing of Lieutenant Governor and Administrators includes those who were "acting" when the Lieutenant Governor or Administrator was on leave or otherwise indisposed. The District listing comes from the District Court legislation. The Postal Districts followed these boundaries. The listing of missionaries, evacuees and public servants is included as a guide to possible writers of mail one has in a collection. The public service list of 1942 is annotated for those who joined the Australian Military Forces. One also has to take into account that the postal legislation of the Territory of Papua is taken directly from the contemporary legislation for the Commonwealth of Australia. Australian postal historians looking at the first half of the 20th Century may also find this work useful.
